My prospective Tennant is asking if it's legal for a parent to co-sign on a lease if the parent is also on a lease for their home.

Yes it is legal, Co-signing puts the parent/co-signer as the responsible party to insure the rent payments will be made. Legally they can be held accountable for any missed or late payments.
