Can we bring criminal charges against a tenant that changes the locks on the doors so we are unable to enter the property.

Tenants are not meant to change the locks, however landlords must also give notice to enter... so traditionally, the tenants would be home when a landlord enters. I dont think you can bring criminal charges, but I do believe if its a term of the lease you may have cause for an eviction.
