My father owns a double home, rents out conecting apartment, our tenants have changed the locks on the apartment doors without our knowledge. Is this legal?

Theresa, in most states this is not permitted, and I believe a tenant is not allowed to change the locks.

If they change the locks at their expense they must provide the landlord with a duplicate key.
