After my renters moved out I found the basement a mess and they had been smoke in the basement walls are all yellow will have to repainted. It is in the lease no smoking can I charge them something off of their deposit for smoking?

Yes, that is beyond normal wear. I would def deduct from security deposit.

Yes, that is damage caused due to a violation of their lease. I would charge them to clean it or repaint it.
