The upstairs tenant and the downstairs tenant complain about each others' noise. How do I resolve this conflict?

Institute a noise rule, for instance......stereo's, televisions and what not must be kept at a low whisper after 9PM. Post the rules conspicously. If this does not work; then I would visit when the alleged noise is happening...see who it really is and then send notice. If it is both of them, I would send notice to both.
