What should i do if my tenant won’t let into the house to perform routine inspection unless i have a warrant.
Can someone tell me where to go and what to do in this situation.?

Most likely, it's because they're growing or cooking something illegal. If I were you, I would issue them a 72 hour notice of inspection at which time, if denied, you would contact the police to escort you into the premises. Then, I would call the police non-emergency, tell them about the situation and request that, when you show up at your apartment for the inspection, that they have a unit show up at the same time. That'll get the message across.
