Our lease with tenant having a small pet, yorkie . Neighboring tenant is reporting that the treatment the tenant did to the dog, is disturbing, how can I address this?

Tell the tenants that "Next time it happens, call the cops." if there are no local laws being broken, there's nothing legally you can do until the lease is up for renewal.
