If a tenant installs, permently attaches, or mounts something to a wall like a cabinet, are they allowed to remove it when they move out? I thought I read somewhere that once something was permenantly installed, it became part of the rental unit. In Texas, is that correct?

Depends on state but the rule of thumb is
"If it wasn't there when they walked in, It shouldn't be there when they walk out." They would be responsible for any repairs however. While I rent in IL/WI, I had this problem with a wall mounted TV bracket that they left. In the end, I took out the stand and patched the holes and deducted it from the deposit. Put he stand on CL and made $15.
