I manage an old house, built in 1948, that was legally converted to a 4 plex many years agoo
All apartments have steps to get to them. Am I required to provide access, for example, a ramp and grab bars?
I have read several Q & A's, as well as other info but I am still confused.
Looking for a government guide book but keep finding sites who want to sell it!

Hello,
As it's not a "public building", no, your are not required. All you have to do is go to your county government offices - the place where you would go for a building permit - and ask.
