I own a duplex in California the two units are on a shared water meter, how do I figure out who uses more water of the two units. The tenants are paying me for the water. Water is in my name. Trying to be fare, I was told there is no way of determining which unit uses more water on a shared water meter.

There is no practical way to determine the amount of water each unit uses. Cost of water could be included in the rent. Even this way you're guessing. The plus... units can not compare their share and possibly complain. ........ You can hire a plumber to install a meter for each unit. It can be costly. Discuss that option with your water dept.
