In California do I need a tax ID number from the gardener that mows the lawn at my rental ?

No you should not, the amount you pay per year for this should be below the point that that matters, and when it comes down to it they are the company that may need the tax ID. You should just be able to write off the total expenses for this service. Talk to a good accountant and they will know what the max you can write off for this. It is probably a percent of the total that you spend per year.
