I am paying workers to paint and do various things in my apartment building. But the labor and hours that I work can I pay myself, and claim it at the end of the year?

Yes your time is money and this is a business, you can run it as so. I always recommend speaking in detail with your accountant to make sure you are within your rights and don't spike the interest of the IRS.
