I know that one difference between a lessee and an occupant is that the lessee is responsible for the rent where the occupant isn't. But I would like to know does the occupant have the same full rights as a lessee?

Yes in most cases the occupant does have the same rights, however if an occupant is breaking the lease the tenant/lessee is help accountable for there actions and may be evicted to remove an unruly occupant.
