tenant was warned about flooring was bamboo and was a soft wood. Best to take shoes off so no damage would be done. tenant wore high heels and made numerous dents in the floor( 100+). she states she is not responsible that we installed flooring not suitable for a floor. Is she correct?

You cannot hold the tenant for normal wear and tear and having shoes on would fall into this. If it can be proven to be intentional damage. Unfortunately you also cannot require that the tenant takes their shoes off. You may need to think about more durable flooring on the next time around.
