My tenant left me with bedbugs, I got an estimate for treatment that could reach 1300, since the exterminator could not determine if the bugs were there or they brought them in I split the cost for potential treatment and deducted from the deposit. She is taking me to small claims court, is that wrong to do.

What did your lease say, regarding pest control services? Some state it's the tenant's responsibility, in which case you'd have a leg to stand on in court.
