Is it legally in California ask a tenant pay fist month, last month and deposit payment?

You may not demand or receive security in excess of an amount equal to two months' rent in the case of an unfurnished residential property, and an amount equal to three months' rent in the case of a furnished residential property.

So, does that mean you can ask for last moth's rent and a security deposit equal to one month or last months rent plus a two month security deposit?
If it is the former, seems like asking for the security deposit worth two month's rent adn forgoting about last months rent makes the most sense. What do others think?
