District of Columbia Department of Housing and Community Development
The Department of Housing and Community Developmentā€™s (DHCD) Housing Regulation Administration (HRA) oversees residential housing regulations relating to condominium and cooperative conversions, rent adjustment procedures, licensing and other related matters. The Housing Regulation Administration is divided into two divisions: the Rental Conversion and Sale Division and the Rental Accommodations Division. Staffing of the Rental Housing Commission is also supported by DHCD. These functions were transferred to DHCD from the Department of Consumer and Regulatory Affairs, beginning October 1, 2007.
