Forum / Move-Out & Eviction / Not sure how to handle

One tenant signed the lease a month ago and has paid the rent the whole time, the other has not signed the new lease until today, one month late. They decided to separate, about a week ago. The one tenant who never signed the lease or paid the rent has left his stuff in the condo but was supposed to move it out but didn't yet. He has not been staying at the condo for about a week now. I assume I need to send him a notice to vacate and a notice to quit?
